Japanese Monroe Doctrine Being Pondered at Tokyo
(United P.A.—By Telegraph—Copyright) Times Cattle.
Reed. 9.5 a.m. LONDON, Friday. The Tokyo correspondent of “The Times” says the usually reliable paper “Hochi Shimbun” understands that Japan is considering a plan to ask the United States to exclude China relations from the scope of the Ja.pa.neseAmerican arbitration treaty, negotiations for a renewal of which are now under way at Washington. The newspaper states that the plan is strongly supported by the general staff section of the Privy Council, who
insist on Japan's right to exclude general Asian relations, including Australia, from the scope of the pact, since the United States, under the Monroe Doctrine, excludes La tin-American relations. Such a plan, if carried out, might have the greatest influence on the future of the whole Pacific area, since it would be practically equivalent to a declaration of a Japanese Monroe doctrine for Asia and Australia, so far as the United States is concerned.
