NOT AGAINST BILL
PENAL REFORM LEAGUE’S POSITION Press Association WELLINGTON, To-day. A message this week stated that there were objections by the Howard League for Penal Reform to the Mental Defectives Bill, but the league wishes it to be understood that it approves of the general principles of the Bill, and only suggests the modification or amendment of certain provisions as set out in the message.
