The termination of the agreement under which United States guardboats are allowed to patrol the waters of the British possessions off Florida for rum-runners became known on Wednesday, through a State Department letter which is on record in the Federal Court. The Secretary of State, Mr. F. B. Kellogg, apologised to Britain for violations of the Bahamas agreement, and promised to remit the bail and dismiss the prosecution against six men who were arrested. The Courts returned to the owners two liquor-laden boats seized in "West Indian waters. Hereafter, American coastguards must remain five miles off the Bahaman shores, having lost the special privilege of entering British waters to observe rum-runners.
