FRANTZ THE WINNER OPPERMAN EIGHTEENTH (United P.A.—By Telegraph — Copyright) (Australian and N.Z. Press Association.) (United Service) Reed. noon. PARIS, Sunday. Frantz (France) won the Tour de France cycling race. Leducq was second, and Opperman (Victoria) 18th. The winner covered 3,375 miles in 182 hours 45 minutes 58 seconds. Leducq’s time was 193 hours 39 minutes 5 seconds, and Opperman’s, 202 hours 3 minutes 23 seconds.
