It is alleged that 13 lawyers and five doctors are members of a ring which employs men and women to pretend to fall over manhole-covers and obstructions on footpaths, in connection with an elaborate scheme which costs insurance companies £600,000 every year. The scheme was for one man, called the “flopper,” to find a defect in a footpath and to trip over it, when he made a false claim for damages for injury, and a doctor associated with the ring would furnish a false medical certificate.
