The report of the Racing Conference Committee said that totalisator investment still showed a shrinkage, but if rumour was correct there had been no diminution in turnover by bookmakers, the activities of whom were still in the strongest evidence. The closing times of totalisators might be much more rigorously adhered to. Owing to heavy and seemingly undue taxation, clubs were still suffering financially, and it would appear that many of the country clubs would shortly be out of commission. This was a subject that required the serious attention of both the Conference and the Government. Amalgamation of some of the smaller clubs might relieve the situation to some extent, and incidentally improve racing.
