NATIONALIST MANIFESTO EQUALITY AND RECIPROCITY (United P.A.—By Telegraph — Copyright) (Australian Press Association) SHANGHAI, Saturday. At a joint meeting of the Central Kuo-min-tang (National Party) and the central political council of the Nationalist Government, it was decided to issue a manifesto to the foreign Powers as follows; 1. —All treaties already expired are declared null, and new treaties should bo concluded on a basis of absolute equality and reciprocity. 2. —All treaties still in force should be revised, according to legal and diplomatic procedure. 3. —A temporary agreement should be concluded where old treaties have expired, and new treaties have not been concluded, and the nationals of the Powers concerned should be treated similarly to the nationals of non-treaty Powers. 4. —Foreigners residing in China are to be treated the same as Chinese. 5. —Pending the adoption of the new Nationalist tariff schedule, the present scale shall be enforced. The Shanghai office of the Nationalist Foreign Ministry to-day handed Notes to the Italian and Danish consular representatives, requesting their home Governments to have attention drawn to the expiring treaties with those countries, and requesting new treaties on a basis of absolute equality and reciprocity. This treaty question is causing uneasiness among foreign residents. ORDER NOT RESTORED The Japanese authorities deny reports in the vernacular press of a decision to occupy Shantung (China) until satisfaction has been obtained for the Tsinan affair. They reiterate their intention to withdraw the Japanese troops immediately order has been restored. So far this has been delayed by disturbances which are continuing sporadically, and are not being controlled. Plain-clothes soldiers are cooperating with the Nationalists, whose authority has not been sufficiently established to safeguard foreign lives and properties.
