(THE SUN’S Parliamentary Reporter) WELLINGTON, To-day. rPHE Address -in - Reply debate A started in the Legislative Council and the House of Representatives yesterday. In the House Mr. F. Waite, Clutha. began the discussion and Mr. Allen Bell, Bay of Islands, seconded him, , Four days’ leave of absence was granted Mr. Uru, member for Southern Maori district, on account of illness. A number of public papers wero formally laid on the table. The House adjourned at 9.20 p.m. In the Legislative Council the Ad-dress-in-Reply was moved by Sir Robert Stout. After the Hon. G. Witty and Sir J. R. Sinclair had spoken the debate was adjourned until to-day.

Everything Must Wait Although Mr. Holland’s amendment of no confidence in the Government has not the slightest chance of success, the long debate which it will occasion will hold up the ordinary routine business for at least another week. Committees, for instance, will not be appointed until the Address-in-Reply motion has been disposed of. Mr. Holland is expected to move his amendment this afternoon, and, following him, there is likely to be some heavy artillery in action for a day or so. To-night’s sitting is expected to be a late one. Local Bills Appear

Local Bills read a first time yesterday were the Sumner Borough Land Vesting Bill (Mr. J. McCombs), Lyttelton Harbour Board Loan Empowering Bill, YVhakatane Harbour Amendment Bill (Mr. F. F. Hocklv), and Christchurch Hospital Bill (Mr. E. J. Howard). These have been referred to the Local Bills Committee. Freight-free Fertiliser Fertiliser brought to New Zealand free of the burden of freight is an election present which Mr. Allen Bell, member for the Bay of Islands, wishes to see the Government give the farmers of New Zealand. Mr. Bell has proposed to the Prime Minister that half a million pounds be lifted from the Consolidated Fund so that fertiliser from Nauru, Britain, and other over- ;* as sources may be able to reach New freight free, or at least, with the freight paid by the Government.
