BIG LONDON CONFERENCE SOME ALTERED VIEWS (United P.A.—By Telegraph — Copyright) (Australian P.A.—United Service) LONDON, Monday. A conference of the British Commonwealth of Labour has been opened in the House of Commons. Mr. Ramsay MacDonald, in his presidential address, said the Labour Party was formerly inclined to oppose migration, but now recognised that great fluidity of population was necessary. Their aim, however, should be to develop family migration rather than individual migration. There used to be an idea in the Liberal Party and among the earlier Conservatives that they could shelve responsibility by just clearing out of the countries in which problems occurred. They could not take that narrow view. Labour must have a positive policy of responsibility, not a negative policy of selfishness. Referring to the American proposal for a pact to outlaw war, Mr. MacDonald said all the Dominions must play their part in working for peace.
