CHANG TSO-LIN, the Northern War Lord, whose death is now confirmed. Governor of Fengtien. He is succeeding his father, whose death is again reported and will, it is said, be officially announced at Mukden tomorrow. The War Council of the Japanese Cabinet has decided not to move the troops in Manchuria, but to await developments. Although it is anxious to do so, it has decided that to withdraw the Japanese troops from Shantung would be premature.
