FLOATING APPARATUS
USE ON LAUNCHES SAFETY-FIRST MEASURES Life-saving and fire-prevention eqtiipment for yachts and launches has been discussed by the Secretary of Marine, Mr. G. C. Godfrey, with owners of craft, in view of the Marine Department's proposal to issue new regulations. The department’s idea is to bring New Zealand into line with the Board of Trade requirements, which provide for buoyancy apparatus. This is thrown overboard and passengers can hold on to it with a greater prospect of safety than is possible with lifebelts. Explaining the present position, Mr. Godfrey said that a launch regularly plying for hire within river limits was required to carry life-saving apparatus for only one-third of the number of passengers it was authorised to carry. If a launch was plying for hire in extended river limits then it was required to carry equipment for half the number of passengers. This equipment almost entirely comprised lifebelts or jackets. CONFERENCE HELD It was also proposed to increase the proportion of equipment to the number of passengers. The department had met in conference the owners of the vessels affected and also representatives of the pleasure yacht and launch owners, and the builders. It was hoped suitable arrangements might be made whereby the objects of the department would be achieved, while at the same time the owners of vessels would not be put to undue immediate expense. Mr. Godfrey said that regulations governing the life-saving apparatus on yachts and launches had been issued, but the department had not the right of survey. However, it was believed the owners of those particular vessels had generally complied with the regulations, and no difficulty was expected. The insulation of engine-rooms of launches by means of asbestos sheeting and metal plating had also been discussed at the conference. The department’s requirements in this respect applied only to trade vessels and owners of private launches were not concerned.
