PRIMARY SCHOOL STAFFS
REPORT OF CONFERENCE PUBLISHED PRESENT SYSTEM FAVOURED Press Association. WELLINGTON. To-day. Published to-day, the Departmental report of the conference recently held to consider the stabilisation of primary school staffs is not likely to alter the present system. In regard to the question whether substitute assistants shouid not bo allowed to apply for permanent positions until the end of the year, the Director of Education, Mr. T. B. Strong, says in his report to the Minister that he can arrive at no other conclusion than that the present system of employing probationary assistants should be continued, unless the teacher's period of training is regarded as terminating when he leaves the training college, when the teacher would either be eligible for permanent appointment or be refused a certificate. This would not, in his opinion, be an improvement to the present system. The report otherwise gives the opinions ot delegates with regard to the various matters discussed.
