PROMPT ASSESSMENT OF REPARATION DEBT
AGENT-GENERAL REPEATS PLEA FOR GERMANY

The report of the Agent-General for Reparations, Mr. Parker Gilbert, on the working of the Dawes scheme, repeats the plea that the final amount of Germany’s reparation liabilities should be fixed as soon as possible. As the debt rises, the foreign investor is bound to ask with greater and greater insistijnee for a clear definition of the uli imate extent of the obligations and will only lend to Germany at rates high enough to insure against the uncertainties involved. It would be in the best interests of the creditor Powers and Germany alike to reach a final settlement by mutual agreement at the soonest possible moment. The tone of the report is optimistic. It says the Dawes plan continues to realise ias expectations, balancing the German Budget and stabilising currency. Mr. Gilbert renews his warning that the Government is spending and borrowing too much. Recent increases in wages on the railways cost £21,800,000 annually.
