NEW PLAN FOR SCHOOLS Press Association WELLINGTON, To-day. In his report to the Council of Education, the Director of Education, Mr. T. B. Strong, said that the department had under consideration the provision of a scale of school leaving certificates, beginning with primary school leaving certificates denoting a standard of attainment equivalent to that required for the proficiency. Next was the intermediate certificate, equivalent to the Public Service entrance, and next was the senior leaving certificate, corresponding to matriculation.
