IN EVENT OF STRIKES bill passes second reading (United P A. —By Telegraph-Copyright) Reed. 11 a.m. CANBERRA, To-day. An amending Arbitration Bill, giving the Commonwealth wide powers over industries and essential services in the case of strikes and upheavals, and giving unionists greater control over their own officials, passed the second reading by 35 votes to 22. Voting was on party lines.
