The Riga correspondent of ‘The Tim w” gays that President Antanas smetona lias proclaimed a constitution jeclarliS that Lithuania is an indecent and democratic republic, with jier capital at Vilna. The Kovno correspondent of the British United Press Association says the Ijthnaniun Government has issued a 'scree proclaiming a dictatorship tested in the President, Smetona, to vtiom it has transferred till the powers formerly exercised by Parliament. In future the latter will act only in an advisory capacity. jflnlstere will be appointed solely by , M president and will be responsible jo him. Also, for the election of memnsn of Parliament, the franchise is to limited to men over theage of 25. A startling change is that Vilna is proclaimed as the capital of Lithuania.
