Rules of Rugby Game Interpreted

MEETING OF N.Z. UNION NO INTERNATIONAL TEAM IN 1930 Press Association. Vi ELLINGTON, Wednesday. At a meeting of the Management Committee of the New Zealand Rugby Union, held to-night, the following interpretations of rules were agreed upon:— (1) In the case of a collared player, not a tackled one, coming to the ground with the ball in his possession and getting rid of it, such player not to be penalised if he plays the ball with his feet while still on the ground. (2) That in cases where the ball goes into touch the referee shall be allowed to alter his decision if he has given one and then finds that the touch flag is up. A referee has power to order a freekick in cases of a pass forward to a player offside. Mr. E. Wylie and Mr. E. McKenzie were appointed to act with a member of the New Zealand Referees’ Association as a Referees’ Appointment Board for the season, affiliated unions to submit lists of competent referees in order of merit by June 15. Mr. S. S. Dean, Mr. H. S. Leith and Mr. E. Wylie were re-elected to the finance committee, and Messrs. A. C. Kitto, H. W. Leith and J. G. Roache were appointed to the Moascar Cup committee. A letter was received from the International Rugby Board apologising for not being able to accept the New Zealand Rugby Union’s offer for a team to tour New Zealand in 1930. The letter said the board found it impossible to get together a team fully representative of the four Home countries by 1930. The board would like to have accepted the invitation. The boards’ decision was regretted by the New Zealand Rugby Union, but Mr. S. S. Dean said that for the life of him he could not see how the board could know that it would be impossible to get a strong team in 1930. He moved that the board be informed that the New Zealand Rugby Union Regretted it was unable to send a team in 1930, but was very grateful to the English Rugby Union for stepping into the breach and deciding to send a team. The motion was carried.
