A further step in the investigation of the affairs of the City Council during the Labour regime was taken, when Mr. Justice Harvey appointed a Royal Commissioner to inquire into a contract between the City Council and Babcock and Wilcox, Limited, for a steam-raising plant at the new Bunnerong power station.
