This plan between the Chancellor of the Exchequer, Mr. Churchill, and the refiners, was concocted in the past few months. Preparations were made for it in order to bamboozle the public. The shares in one reflnerv began to rise weeks ago owing to the knowledge of Mr. Churchill’s plans, and £2.500,000 had been added to the value of the ordinary shares in the sugar refining industry in the past six weeks.
