MOTOR OMNIBUS ACT NEW AUTHORITY IN DIFFICULTIES The fact that the powers bestowed on licensing authorities under the Motor Omnibus Regulations are rather nebulous was brought home to the No. 2 Authority recently set up for tie North Shore at its meeting last ev-«i. ing. It believes that it can issue licences for new services, but cannot ask for any guarantee from the licensee that he will continue to carry on the sen. vice. In' the instance dealt with, the Marine Suburbs Company, after getting special privileges from the previ. ous licensing authority, turned in its services on three days’ notice. Also taxis at Birkenhead carry more than the legal limit of six passengers fixed by the regulations, anc! the licensing authority has no power to api&lnt inspectors or fix the duties of them if they did appoint them. In several other legal aspects the regulations provide no guide whatever. As one member candidly remarked, beyond giving powers to stop buses running against trams, the whole Act was a jumble of useless clauses.
