The Paris correspondent of the “Daily Express” reports that the Russian observer who is to attend the forthcoming sitting of the Security Commission at Geneva is M. Boris Stein, one of the most able of the permanent secretaries in the Foreign Office at Moscow. It is probable that M. Stein will seek a meeting with Sir Austen Chamberlain, upon the success or otherwise of which will depend whether M Litvinoff goes to Geneva to take up negotiations with a view to a resumption of relations with Britain.—A- and N.Z.
