OUTLAWING SUBMARINES
AMERICA WILLING TO SIGN TREATY By Cable. —Press Association. — Copyright. WASHINGTON, Saturday. The Secretary of State, Mr. F. B. Kellogg, announced before the Foreign Relations Committee of the House of Representatives that the United States was willing to sign a treaty with other countries to outlaw the use of submarines in warfare. This was the outcome of a motion introduced by Mr. L. A. Frothingham, Republican member for Massachusetts, which the committee was considering. Mr. Kellogg said: “There is no objection to the resolution, provided it expresses the opinion of Congress that submarines be abolished and their construction prohibited by all nations of the world.”—A. and N.Z.-Sun.
