PROTECTION OF CIVILIANS By Cable. — Press Association. — Copyright. Reed. noon. BRUSSELS, Monday. Fifty delegates attended the opening of the International Red Cross conference to discuss the protection of civilians in the event of chemical warfare. Sir Edward Stewart, vice-president, and Professor Cowell, represented Britain. Mr. Kramer, delegate to the Geneva Red Cross conference, said discussion was necessary, despite the covenants and treaties prohibiting gas warfare.— A. ancl N.Z.
