WHANGAREI BOROUGH
BEAUTIFYING POLICY Councillor Arthur "W. Armstrong took his seat on the Whangarei Borough Council last night. He was returned by 374 votes against 221 cast for the Labour opponent. The seat was made vacant by the death of a much-respected member, Mr. I. W. Moore. The new councillor was congratulated by the Mayor. The tree-planting policy of the council is in line with State forestry ideals and efforts have been made in recent years to plant the bare hillsides near the town. A report received from the State Forestry Service reviewed and commended the work done and advised further developments. The water supply of Whangarei is exceptionally oure and sufficient, according to the engineer's report, for a town five times as large, but the system of distribution needs overhauling to keep pace with the growth of the town and replace mains too small or affected by erosion, and the engineer submitted a scheme of new mains costing approximately £26,000. The council regarded it as a matter of great importance to the further expansion, and referred the report to the works committee for detailed consideration.
