REICH SHOULD LEAD BERLIN, Wednesday. All the leading Industrial, banking, wholesale, retail and handicraft associations in Germany have signed an emergency economy programme to provide material for a conference of Federal State Premiers, to be held in January, to consider proposals for constitutional and administrative reform. The signatories say that economically Germany has reached a crisis of production costs. It is essential to check the rise in prices, and the Reich must undertake the responsibilities of financial leadership while the States and municipalities subordinate their own desires to the welfare of the nation.—A. and N.Z
