Mr. Percy Mackinnon, the chairman of Lloyds, said it was an unsound tendency for the Dominions and foreign countries to confine and restrict the insurance business of their nationals to certain channels approved by particular Governments When the -whole burden of a great disaster fell on the nationals of one country, a settlement might necessitate the liquidation of the country’s assets at a time when their value was depressed and the exchanges were naturally against them. Sir George Paish, the "well-known economist, stressed the need for the abolition of tariffs. He said they were entered in a race against disaster.
