YOUTH SENT TO BORSTAL 18 CHARGES OF THEFT With T 8 charges of theft against him. Thomas Vining Gallagher was today ordered to be detained for twelve months in the Borstal Institute. "When Gallagher came before Mr. Justice Stringer in the Supreme Court, Mr. X. P. Wyatt pleaded that the prisoner was only 22 years of age, and had battled for himself since he was 14. He had taken the money while engaged as an insurance clerk, and had done so to pay debts which had occurred through illness.
