WINDING-MACHINERY
UNCERTIFICATED ENGINEERS LABOUR OBJECTS TO BILL (THE SUN'S Parliamentary Reporter.) WELLINGTON, Friday. When the Inspection of the Machinery Biill was in committee in the House of Representatives this evening Labour members objected to the restriction to mines or coal mines of the provisions of the clause tightening up the qualifications for engine-drivers in charge of winding machinery. Mr. R. McKeen, Wellington Central, moved an amendment the effect of which would make the clause apply to any winding machinery. Mr. H. T. Armstrong, Christchurch East, declared that the restriction was made so that the Public Works Department would not be affectc-i. Mr. E. J. Howard, Christchurch South, said that the Government could get this clause through by its majority, but when the first accident occurred, through an uncertificated engineer being in charge of Public Works winding machinery. Labour would charge the Minister with manslaughter. The Prime Minister, the Rt. Hon. J. G. Coates, said that he did not know of any winding machinery used by the Public Works Department, 'and the Hon. G. J. Anderson, Minister of Labour, denied that the clause was engineered by the department. Mr. McKeen said that if the clause were passed an uncertincated driver could take charge of winding engines in shafts for water and similar excavations. Mr. Coates: Will the lion, member quote a few cases outside of mines? Mr. McKeen: There were uncertificated men in charge of winding machinery at Arapuni. Mr. Coates: There were not. Mr. McKeen: And at Lake Coleridge. Mr. Coates: Again there were not. Mr. McKeen: According to my information there were. Then there were the Auckland sewers. Mr. Coates: Does the hori. member suggest that certificated engineers should be employed in street excavations? Mr. McKeen: They were a fair depth and the men were employed down there. After considerable further discussion the Bill passed through committee, the third reading being delayed.
