Senator Chapman, one of the party of Federal legislators who have been investigating the conditions in the mandated territory of New Guinea, makes serious charges of “dummying” in connection with the expropriated German plantations, and demands an inquiry by a Royal Commission. He also says that the Chinese are increasing rapidly ow’ing to their high birth-rate. They control most of the local trade. There are two Chinese hotels at Rabaul, New Britain, to which Europeans are compelled to go because there is insufficient accommodation elsewhere. The Chinese position and their rapid increase is regarded seriously by the people of Rabaul.—A. and N.Z.
