GIVEN TOWN CLERK A far-reaching: resolution which places the clerk, Mr. G.reenslade, in a capacity similar to that of a general manager, insofar as the New Lynn Town Board’s operations are concerned, has been adopted by that authority. It is evident that the new chairman, Mr. W. L. Titchener, is out for improvement in more ways than one. The resolution sets out inter alia “that the town clerk be placed in full charge of the board's activities, both of inside and outside staffs, the foreman, turncock and inspectors coming under his direct control, such appointment to be in the following terms: —‘The town clerk shall not be responsible for decisions on matters of a purely technical nature, but in all questions of administration, finance and discipline, he shall be in charge and responsible only to the board. His decision shall be final in such matters as the sequence in which authorised work shall be undertaken, a list of which he shall keep and bring before the board as occasion requires. He shall be responsible also for deciding such questions as to whether work shall proceed or cease in view of* weather conditions. He will see that authorised works are commenced within a reasonable time. If for any reason any such works cannot be undertaken he will refer the facts to the board and take the board’s further instructions thereon. In all questions of engaging and discharging permanent members of the staff, the town clerk shall act for the board. Casual labour shall be employed and discharged by the foremen of the departments concerned, in accordance with instructions transmitted by the town clerk.’ ”
