The “Daily Express’’ says that a dramatic situation is developing between the Miners’ Federation and Mr. G. A. Spencer's new industrial miners’ union which is quickly gaining re emits. The Miners’ Federation since the strike has fallen from 800,000 paying membership to about 400,000.
