TRAFFIC RULES

SOME QUEER CONFLICTS ACT TO SUPPLANT BY-LAWS IT is an offence to drive heavy lorries on the Waitemata County roads in winter time. Some crudities and queer anachronisms exist in the way oi traffic by-laws about Auckland. The Chamber of Commerce has been investigating these lately, and will discuss the question at the council meeting on Tuesday next. In an executive mooting it was stated that there exists within the immediate vicinity of Auckland a. bewildering multiplicity of local by-laws in connection with traffic. Some of these were entirely anachronisms, as in the case of the by-laws of the Waitemata County Council prohibiting the passage of heavy vehicles over its roads during the winter months. This by-law had never been repealed, with the result that a heavy motorlorry using the concrete road between Auckland and Henderson at this time of the year was, according to the bylaw, liable to be mulcted with a heavy fine. Mention was also made of the fact that in some of the local areas the off-side rule was in operation, while in others it was not. This greatly increased the risk of accidents, as few people were aware of the exact situation of local body boundaries, and in any case the formation of habits through constantly using roads in a district where one by-law was in operation was liable to lead to accidents on passing into a region where a different or no by-law on the subject holds. The chamber advocates Government action to pass traffic laws to cover the whole Dominion.
