The Cabinet has reviewed the position created by the objections of a section of the Conservative Party to the proposed reform of the House of Lords. It is understood the Government recognises the impossibility of proceeding with the scheme outlined by the Lord Chancellor, Viscount Cave, and the Earl of Birkenhead. Instead, the measure to be brought down may merely transfer the Speaker’s power to certify a money bill to a committee, and include provisions to make it impossible for the machinery of the Parliament Act to be used for an alteration of the Constitution or the composition of the, House of Lords. —A. and N.Z.
