RUGBY DECISIONS THREE IN FRONT ROW By Cable.—Press Association.—Copyright Reed. 10.30 a.m. LONDON, Monday. The International Rugby Union Board has made it illegal to play more than three the front row of a scrum. However, referees will not penalise unless the breach is wilful and persistent.
