ENGLISH SCRUM RULE
RUGBY DECISIONS THREE IN FRONT ROW By Cable.—Press Association.—Copyright Reed. 10.30 a.m. LONDON, Monday. The International Rugby Union Board has made it illegal to play more than three the front row of a scrum. However, referees will not penalise unless the breach is wilful and persistent. The board also decided to permit the scrum halves to call out how the ball is being put in. These decisions apply to all games played in the British Isles. —A. and N.Z.
