LOAN BOARD POWERS

SERIOUS DELAYS FEARED URGENT PUBLIC WORKS Press Association. WELLINGTON, Monday. Some concern is said to be "felt regarding the outcome of the operations of the newly-constituted Loans Board, and the fear is expressed that the powers placed in its hands may at times result in a serious delay in the prosecution of public works, which sometimes are of an urgent character. The board can call for the plans and specifications of the work for which the loan is proposed. The case of the Wellington City Council is cited, wherein a list of items recently formulated totalled £750,000, with a view to securing the Loans Board’s approval before seeking the ratepayers’ sanction to the loan. If the fullest plans and details of all these works must be submitted to the board before its approval is obtained, very considerable delay must result, and it may be necessary to take not one but several polls (one for each particular work) before the whole schedule is submitted.
