Treasury Officer Resigns In U.S.A.— General L. C. Andrews has resigned his position as Assistant-Secretary to the Treasury and officer in charge of prohibition enforcement. He will be succeeded by Mr. Seymour Lowman, a former Lieutenant-Governor of New York.
