Municipal Board,—The Representative Members of tha Mumeigai Board held their usual weekly meeting at the Courthotue on Tuesday. IVe*mt: lie»*w.Oodefiroy (Pweideut),-Coe, Volkmann, Davis, and Speira (Secretary). The President laid before the meeting a letter which he had received from Mr. T. M. Dawson, - U.S. Consul, Member of the Municipal Board of Apia, informing him that he (Mr. Dawson) withdrew his name, and nil authority which it conferred, from Regulation LXXXVT., and protesting against the assessment on the property occupied by him a* not being in accordance with Article IV. of the Convention of 2nd September, 1879. It was resolved that the secretary should forward a copy of Mr. Dawson's letter to Captain Zembsch, Imperial German Consul, and to J. Hicks Graves, Esq., H.B.M. Consul, at the same* time pointing out that Mr. Dawson had evidently overlooked the provisions of Municipal Regulation XXXIII. The secretary having laid before tho Board a list of defaulters in respect to assessments and licenses, a discussion took placo as to whether Mr. R. Hetherington had liecu carrying on the business of barrister and solicitor during the current quarter. It was finally decided that Mr. Hetherington, by exposing in front of bis bouse during this month a sign styling himself a barrister and solicitor, without being in possession of a license authorizing him to engage in the said calling, had rendered himself liable to prosecution under (terms of Municipal Regulation XVIII. It was therefore determined to institute proceedings against him under tho said Regulation XVIII., and against the French Mission under Municipal Regulation LXXXVI. as defaulters in respect to assessments. It was unanimously agreed to give a donation of 550 towards the contemplated improvements in the publio cemetery. [Since tho above was in type wo learn that Mr. Dawson, while stilt protesting against the amount of the assessment charged on the property in his occupation, being unwilling to raise any difficulty in connection with the Municipality, has decided to pay the rates on the value of the house and land occupied by him, as set down in the Assessment Roll. MONlClPALCoUßT.—Thefollowingcases have been dealt with in this Court, before R. Hetherington, Esq., Municipal Magistrate, and Meisakc, Native Magistrate, during the past week :—On tho 22nd inst., Drew was fined $5 for using language calculated to create a breach of the peace.—Vaiga was arraiguod on the 26th on the charge of stealing turn. Case dismissed, tho alleged theft having taken placo outside tho Municipality. Memo, for Vaiga: always steal outside the Municipality.—On the 27th, a small boy, Pi, by name, was charged with furious riding, but was disoharged from custody, his relations promising to flog him. Birthday.—Yesterday being tho anniversary of the birthday* of August Godeffroy, Esq., Manager of tho Deutsche Handcls and Plantagen Gesellshaft, tho various vessels in harbour displayed their bunting from an early hour" in honour of the occasion. On shoro the flags wore hoisted on tho various flagstaff's, and as tho Sudaeo steamed out of harbour the boom of cannon brnko the stillness of the morn. We hop that tho brightness of yesterday morning, coming as it did after dark and storm)' weather, was a hippy augury for th'e future of that concern with wbioh Mr. GodofTroy's name is intimately oonnected, and which he has hitherto very creditably piloted through considerable difficulties. Palolo Fishing.—On Monday and Tuesday mornings early, large numbers of the residents in Apia, both native and foreign, procoeded to the palolo fishing ground on tho outer reef. As was anticipated from the excessively wet season which wo havo had, tho palolo appeared in largo quantities, and some excellent catches were made. Tho scene presented by the large concourse of boats and canoes on tho fishing ground on Tuesday morning was particularly animated, and niuoh goodnatured ohaff was indulged in between the various occupants of the boats engaged in the capture of our annual visito s. One prominent chieftaiu from a neighbouring town, evidently under the influenco of something mon (potent than kava, caused considerable amusement and excitement by running '■a-rauck " among tho canoos of his countrymon. Earthquake at Faleauli.—On tho morning of Monday tho 27th ult., a very sovere shock of earthquake was felt at Falcalili. The motion seemed to proceed from the southward. The Weather.—During tho past wock tho weather has been of the most unpleasant description. One hour, squalls accompanied by heavy deluges of rain, followed by intervals of intense heat. An old settler, from the othor side of the island, informs us that tho past season has been the wettest which ho has experienced during a residence of thirteen years in this Group, and his testimony :is confirmed by many others. At Salani, i on the 16ih instant, a native was drowned j whilo tryiug to cross the river which was I in high flood.
