If, therefore, the explosion was really the work of the Nihilists, it is thought they must have the direct assistance of persons connected with the Imperial household.
Queen Victoria and all the sovereigns of Europe telegraphed congratulations to the Czar on his fortunnto escape. All expectations have now been abandoned of any announcement of constitutional reform on the occasion of tho measures oi ri-pies.-iuti may be expected to be unforced inrougiimil Russia.
