We the undersigned hereby declare that it was the intention of the High Contracting Parties to the Convention of the 2nd September, 187!), relating to the establishment of the ol' Apia, that the said Convention should eonie into force and effect iiiunodiately upon the signature thereof, and that the said Convention is by the said Contracting Parties held to be, and is, in full vitror anil operation, and hath so been since the 2nd day of September last past.
