A rumour is current in Vienna, that the Island of Tenedos has boon ceded to England. August 2.">. The Secretary of State for the Foreign Department has sent a despatch to the British Ambassador at St. Petersburg. accusing the Russians at connivance m regard to the Bulgarian atrocities. A semi-official communication at St. Petersburg resents tho interference. August 26. Berlin telegrams state that Russia is sending fresh troops to Snu Stephano to replace tin' Imperial Guards, who havo been withdrawn. Telegrams from Berlin state that arrangements have been completed between On'at Britain and Turkey for the introduction of reform- in Asia Minor. The Bosnians renewed their attacks upon the Austrians on the 24th instant, and were defeated and compelled to fall back after nine hours'continuous lighting. The evacuation of Batoum is postponed.

Tin- Govern nout has accoste I the tender of the Peninsular and Or o ital Steam Navigation Company for the conveyance of the India and China mails, for a period of eight years from February. ISBO. The Sultan has approved of England’s proposals for political reforms in Asia Minor, which will include several appointments of Europeans in Turkish pay. Headmen will bo placed in each district to supervise its taxation and the administration of justice within its boundaries. Gendarmerie will be enrolled, and these will be officered principally by Europeans. Increased powers will be given to Consuls, and they will receive substantial pecuniary advantages in order to prevent Turkey urging a plea of, poverty against their appointment.

There has been seven- lighting in Bosnia. The Austrians were defeated, with the loss of several hundreds. They retreated to Seavalje. One-fourth of the British force at Cyprus is sick with fever, There are ISO.OOO persons destitute in (lie districts where fever is raging in the Southern States of America.
