GERMANS CLAIM VICTORY. REPORTED RUSSIAN DEFEAT. The High Commissioner reports:— London, December 28 (4.55 p.m.) A German official message to-day states that General Falkenhayri, in a battle near Rimniku-Sai'at was completely victorious over the Russians who were sent tor the defence of Roumauia. The total Russians taken prisoner near Rimniku uumhered 10,220.
