Cable Association. (Received 9.25 a.m.) New York, December 15. The Herald’s Tokio correspondent learns that Japan will not consider peace on, the basis of the status quo before the war. Japan will stand staunchly to the Allies until Prussian militarism is overthrown. Japanese statesmen will not consent to the restoration of Kaio-Chau and the islands in the Pacific. They may approve of the return of Kaio-Chau to China but are determined to drive out the German menace from Asia.

The Exchange closed till the 16th. Influential opinion does not believe the Allies will consider the proposal.
