INDUSTRIAL UNREST.

PRESENT LAWS FAIL. SHIFTING THE RESPONSIBILITY OF STRIKES. Press Association—Copyright. {Received 10.35 a.m.) Sydney, December 9. r Speaking at Wagga, Mr Beeby said the present industrial laws were a failure. The Government would be forced to repeal them and fix a living wage, and leave the adjustment oi conditions of that minimum to bargaining. With the maintenance of the machinery of voluntary conciliation and arbitration, many trades show a tendency to restrict the output, and the present industrial laws are reducing the incentive to greater efficiency. It was the intention of the Government to make unions, not individuals, responsible lor strikes.
