The Archbishops of Rouen and Rennes will also be created Cardinals, making eight French Cardinals compared to five Austro-Hungarians, and four in the British Empire. The selection of Cardinals is regarded as an indication of the political views of the Vatican pro-Allies Catholics are delighted to find that no Austro-German prelate is included in the promotions.
