The Daily Telegraph's Dublin correspondent says it is believed the Government will shortly set at liberty many, if not all, of the rebellion prisoner's. This, coupled with the change of the Commander-in-Chief, is interpreted to mean an attempt to placate the Redmondites and ensure their cooperation in reinforcing the Irish regiments.
