The Daily Graphic states that Lord Bryce conducted an enquiry into the reports of German atrocities, and after he had listened to harrowing evidence signed an indictment placing Germany as an outcast among the Nations, hut now talks of not ! banning the whole nation. The Graphic declares that it is inconect to charge the Allies with hating and desiring revenge. They meiely loathe the Germans. The paper associates Lord Bryce with Sir John Simon in the pernicious campaign.
