PROFICIENCY AND COMPETENCY ‘ ■ Per Press Association. Wellington, October 3. Amended regulations have been approved by the Minister of Education for certificates of proficiency and competency in standard Y - Ihe total percentage required for- the pass has not been increased, but candidates must qualify in reading and composition. It has been found that piljiils 'Wh’o" were weak in both were gaining to free places, and the Minister considers that the « requirements were too low. An exception is made in free places for technical schools, especially in the case <4 pupils who, though unable to reach the .standard required, excel in drawing, hand work, and science. Provirian isyheiag made .for an endorsement to that' effect,' and clitferoritiates bctween :; reqg'ir?menfs ~ demanded.... for free places in higli and technical schools.
