TARANAKI EDUCATION BOARD.

TECHNICAL WORK REORGANISATION. A special meeting of the Board was bold .vestorday, all the members being present. The committee (Messrs R. Masters, | A. B. Chapped, and H. Trimble) ap--1 pointed to inquire into tbe reorganisation of the technical, manual and agricultural classes submitted their report, which, afWr slight alterations, was adopted as follows:—■ Director of Technical Education.— That tbe duties of. the Director bo to organise and control technical instruction throughout the district, to control the manual, woodwork and cookery classes, and to arrange the itinerary of the teachers . in those classes. That he be also the principal of the New Plymouth Technical t College, but do not receive any further payment for any classes taken at the College. That the Director of Technical Education receive a salary of £450 per annum, with the annual increments of £l.O for 1917 and 1918, and his travelling expenses be borne by the Board. That the various. schools be charged the following amounts 1 to cover the Director's salary: New Plymouth Technical College, v £365; Hawora Technical School, £25; Stratford Technical School, £2O; Eltham Technical School, £ls; Inglewood Technical School, £&+-£4oo. That the Manual Fund;, be charged •with £2O for the supervision "of the woodwork and cookery classes. That the position of Director of Technical Education be offered to -Mr Alfred Gray.

Supervision of Technical Schools. — That the appointment of local supervisors for the Hawera, Eltham, Stratford and Inglowood Schools lie deferred until the Director has , gone fully into the matter, and that the Director be asked to report and to recommend persons for these appointments.

Directi)r of Agriculture.—That the duties of the Director of Agriculture be to organise and. controkifche whole of the agricultural classes; both: technical and manual. That the 'Director of Agriculture receive a salary of £SOO per annum and travelling expenses, the Board to provide a motor bicycle. That as a certain amount of the* time ,df the Director of Agriculture will be taken up in supervising, the manual agricultural classes,.... :the Manual Fund contribute for that supervision. That Mr 11. S. Browne be offered the position of .Director of Agriculture. ' "Assistant Agricultural Instructor.--That an Agricultural Instructor be appointed to work under the Director of Agriculture, his duties to include the instruction of the agricultural classes at tbe Xew Plymouth Technical College. That the salary for this position be £HSO per annum and travelling expenses, the Board to provide a motor' bicycle. That this position be offered to Mr H. G. Sergei.

Instructor of Manual Classes in Agriculture.—That a second Agricultural Instructor principally for the manual classes be appointed. The duties attached to this position shall be to assist the teachers in those

schools in which elementary agriculture is taught, and to endeavor to increase the number of schools taking that subject, also to direct such other classes in agriculture as the Director may decide. That the salary for this position be £250 per annum and travelling expenses; and that, as the present instructor has not recently had any means of conveyance other than that of train ami horse conveyances, he be provided with a motor bicycle, in order to cover the whole of the schools in the enlarged district. That this position be offered to -Mr J. G. Ellis until the end of the present year, and that the Board then advertise for applications for the position.

Monthly Reports.—That the Director of Technical Education and the Director of Agriculture submit at the October meeting of the Board a scheme of organisation of work in their respective departments, and thereafter, at each monthly meeting of the Board, a report of the work done under their control. Mr Jackson at Patea.—ln reference to the application of the Waiigaiuii Education Board for the services of Mr Jackson as woodwork instructor in the Patea school, W recommend that he be allowed to take the classes at the school one day in each week, at a chafge of 15s per day plus travelling expenses, this arrangement to obtain until the end of the present year. ' Manual Classes at Mangatoki and Elsewhere.—That as the establishment of manual classes operates only from the beginning of each year, we recommend, in reply* to the Mtmgatoki School Committee's application for the establishment of such classes, that the Director report on the advisability of starting manual classes in woodwork and cookery in this and any other school where it is thought they should be started. Mr Sandford's Application for Increase in Salary.—That we are unable to recommend an increase in salary, but are of tbe opinion that'he should be paid ,7s Od for each Saturday class held at Stratford.
