.; MISCELLANEOUS ITEMS. (Received 10.(0 a.m.) Sydney, September 2. Since-Mr Hughes' announcement of his policy, recruiting has dropped fully fifty per cent. Melbourne, September 2. Mr Hughes announced that as far as the conscription referendum was concerned, opponents would be allowed full freedom of speech. If the referendum declared for an affimative vote, the Government will extend the moratorium to cover the liabilities of persons called to the colours. In the House of Representatives, Mr Hughes said: "Our transport of troops at present is limited to a capacity of thirteen thousand monthly. and in order to obtain other transports, we shall have to appeal to the British Admiralty, which will mean that it will he ten weeks before ships are available; therefore, a referndum will not mean any delay in sending reinforcements."
