THE FUTURE OF LITHUANIA. Press Association—Copyright, Australian and N.Z. Cable Association. (Received 11.45 a.m.) Berne, August 30. A wireless message states that the Cza r summoned M. Itchas, chairman of the Lithuanian Nationalists in the Duma to an interview at the Russian headquarters, and promised Lithuania a liberal measure of Home Rule. Germany on the other hand is preparing to declare Lithuania an independent principality to act as a buffer State, which would be subordinated to Germany by military and commercial treaties, and with the Kaiser's son ruling as Prince.
